If you listen to Rush or Hannity, and you heard about "Page 16 being the end of private healthcare" by outlawing private health insurance all together, that was wrong.

So sounds good right? ..But what exactly is a "Exchange participating benefits plan"?

Basically, if you want to switch healthcare after year one of the bill coming into play, because of a new job or whatever reason you have, you lose your grandfathered health insurance. If you still want your private health insurance, it has to qualify for "Exchange participating benefits plan" you have to qualify for a slew of things, among them... Guaranteed Issue and Community Rating.

Guaranteed Issue:
'If a health insurance plan is described as "guaranteed issue," it means that applicants cannot be turned down for coverage based on their health status. Most job-based group health plans offer coverage on a guaranteed issue basis. Also, a handful of states require insurers to offer guaranteed issue individual policies.
It is important to remember that applicants for guaranteed issue plans can be turned down or have their coverage discontinued for other reasons, such as fraud or non-payment of premiums.'

Community Rating:

'A "Premium" is the price paid in advance for an insurance policy. With "Community Rating," everyone pays the same premium. An insurer using community rating to set insurance premiums ignores any differences in expected costs among insured groups or people. If an insurer uses community rating, but people know and use their expected costs to decide whether or not to buy insurance, then only the sickest people may wind up signing up for insurance.'

TRANSLATION:

While Guaranteed issue and Community Rating sound and look great at first glance, they are very bad for business.
Your Health Insurance that you love and "get to keep. period." is getting a makeover.

Expect higher premiums that eventually peak (due to increased government regulation) and kill your private health insurer.

How can there be competition if you're choosing between insurance your already paying for and one with a huge premium?
